What Is Colorado Regulation 28?

Regulation 28 (5 CCR 1001-32), established under HB 21-1286 and refined by HB 25-1269, is Colorado's mandatory building performance standard. It requires commercial, multifamily, and public buildings at or above 50,000 square feet to measure, report, and reduce their energy use and greenhouse gas emissions each year.

The program is administered by the Colorado Department of Public Health and Environment (CDPHE) through the Air Quality Control Commission, with support from the Colorado Energy Office (CEO). It's commonly referred to as the Building Performance Colorado (BPC) program.

Colorado's stated targets: a 7% collective GHG reduction by 2026 and a 20% reduction by 2030, measured against 2021 baseline emissions from covered buildings.
