We're not a generalist energy consulting firm that added compliance to the service menu. Colorado Building Compliance was built specifically to help commercial building owners navigate Regulation 28 — efficiently, affordably, and without the consulting firm markup.
Why Regulation 28 Is Different
Most building owners first learned about Regulation 28 when their utility sent them a benchmarking notice. By then, the annual reporting deadline had either passed or was weeks away. The compliance deadline — December 31, 2026 for 100,000+ sq ft buildings, December 31, 2027 for 50,000–99,999 sq ft — feels far away until it doesn't.
What makes this mandate unlike previous voluntary benchmarking programs is the performance requirement. It's not enough to report your energy use. You have to actually reduce it — or document a credible pathway to reduction — or face escalating fines starting in 2030.
Getting that compliance pathway right requires an audit, and not every auditor understands what CDPHE needs in the documentation. We do.
Our Approach
We quote a flat fee before the engagement starts. That means no hourly billing surprises, no "change orders" when your utility data turns out to have gaps, no upselling into implementation contracts.
Our auditors are ASHRAE-qualified (ASHRAE BEAP / AEE CEM/CEA certified) and familiar with the specific documentation requirements CDPHE looks for under Regulation 28. We work with buildings across the state — from the Front Range office corridor to resort properties in mountain communities.
When you receive our audit report, you're getting a compliance-ready package, not a document you need to translate.
A Few Things We Don't Do
We don't implement upgrades
We provide the audit and documentation. We don't sell you HVAC equipment, controls upgrades, or construction services. That keeps our analysis genuinely independent.
We don't bill by the hour
Every engagement is a flat fee quoted upfront. You know the full cost before work begins. No open-ended invoices.
We don't upsell into retainers
Our goal is to give you what you need to comply with Regulation 28, then let you get back to running your building. We're not trying to become your ongoing consultant.
